My brother Paul, a 45-year motorway bus mechanic, was sent a missive by Highways England saying he had been caught on camera driving on the hard shoulder emergency lane of a motorway (he was attending a bus breakdown on the hard shoulder that Highways England is removing for 'Smart' Motorways).
The letter said that this could be dangerous because he could have struck a broken-down vehicle on the hard shoulder or stopped emergency vehicles from reaching an accident. This is the SAME Highways England and government that is removing hard shoulders for 'Smart' Motorways which lead to broken-down vehicles being struck from behind on what is then a running lane and prevents emergency services reaching accidents because they are faced with all lanes jammed with traffic because of the accident they now cannot get to.
The letter offered Paul the option of filling in a 'survey' and this is what he found:
'I have been on to the survey. The first page is all about a fuck up called a technical glitch on the M62 where they have sent letters out without a date on. One of the click options was my vehicle was not there so what’s going on? They don’t even believe the cameras themselves. When you click next to move on you get a massive list of reasons you were there. One of the options was it was an emergency services vehicle attending an incident - so now they don’t even know what an ambulance and fire engine looks like. Another one was it was a roadworks vehicle carrying out repairs (again obvious) but the best one: Was it is a Highways England vehicle attending an incident? So they must be sending letters to themselves.'
