'Children have been banned from playing football following a 'health and safety' review at their primary school.
Pupils at Moorland Church of England Academy, near Great Yarmouth, Norfolk, are no longer allowed to enjoy a kickabout with their friends on site before 8.35am.
A letter was sent home to parents informing them of the rule change. It added the gates will not open until the day starts due to 'several situations spilling into school and valuable learning time being lost as a result'.
Deputy headteacher John Siddles said: 'If children are on site before school doors open then they do not have any supervision and if anything happened we would be liable.
'We have a breakfast club which starts at 7.30am which children can attend. This has been brought in following a health and safety review.'
Parents have been left outraged following the ruling.
Jimmy Barker, 37, from Belton, has two children at the school, Roma and Toby aged six and four, and said the ban was more about the teachers and not the children's enjoyment.
Mr Barker, who works in offshore oil and gas, said the ban is 'stopping children from having fun before school' and teachers should instead be encouraging exercise.
He said: 'We can't keep wrapping kids up in cotton wool. There are parents there that the kids can go to if they hurt themselves.
'Some kids don't want to be there and they look forward to getting a little run around before school. That's what I was like anyway.'
