'International Development Secretary Andrew Mitchell warned that United Nation's international emergency fund is predicted to be badly underfunded, as many nations had not donated to the Central Emergency Response Fund (CERF), despite harsh natural disasters over the past year such as famine in the Horn of Africa, tsunami in Japan, New Zealand's earthquake and floods in Pakistan and the Philippines.

Highlighting the mounting numbers of people living in vulnerable districts across the world, Mitchell stressed that the governments should "wake up" to tackle further challenges, expecting to affect more people.

CERF organized following Indian Ocean tsunami on Boxing Day 2004 to supply a coordinated international response. It is founded on voluntary donations from governments and private sector organizations and individuals.'
