That's a really interesting question...

I just looked at it, and the answer seems to be NO. It all seems to come from a book titled "The Truth about Water Fluoridation" by Charles E Perkins, in which he claims that the Russians were using it in the Gulags -and for which he also offers no evidences-. This claim was later extended to the Nazis, and other authors keep on repeating Perkins' claims, also without offering any evidences; as "The Crimes and Punishment of I.G. Farben".

No. Not proof of any Nazi "death camps" either.
