Reptilian in Glasgow

Saw this live in 2007 when it was on the news and remember thinking HOLY SHIT! Have just found it on youtube for the first time (it was only uploaded in 2010).

For some reason the original video wont let me download it on keepvid so I have had to screen capture it to chop it down. And just to mention, this is not a rave and the girl isn't likely to be off her face on the horse or ecstasy pipes as it is an event held in Glasgow at lunchtime for the announcement of the host of the Commonwealth games.

especially the ovoid shape of the pupils.
But when you have been in a dark club on Ecstasy and you then go into light your pupils dilated badly (granted possibly not to that strange ovoid shape)

As said above she could be wearing contacts.
You get people wearing all kinds of weird shit at raves
Boiler suits, Asbestos Masks, Gloves, Illuminous Jackets, glo-sticks in every orifice, dummies etc etc
