It is not fully understood by authorities but there has been extensive research since the disease was first observed in 1994. History Hendra virus first emerged in Australia in August and September 1994 when 13 horses died in the Brisbane suburb of Hendra (hence the name) and two horses died in an apparently unrelated outbreak in Mackay. In Hendra the horse Drama Series became the first recorded death from the virus, and two people became infected after contact with the mare. One of them, prominent horse trainer Vic Rail, died as a result. In October 1995 a Mackay farmer, Mark Preston, 35, became the third person to be infected with the virus and he also died as a result. Since 1994 there have been 12 outbreaks of the disease; six people have become infected and three people have died. Thirty-four-year-old Ben Cuneen became the third person to die when he caught the virus from infected horses at a veterinary clinic in Redlands, on Brisbane's southern outskirts in August 2008. The mortality rate for horses is extremely high, with 70 per cent of infected animals dying from the virus. Source Study by authorities including the Queensland Department of Primary Industries (DPI) and the Commonwealth Scientific and Industrial Research Organisation (CSIRO) has found the virus is commonly spread by fruit bats. They are the natural carriers of the virus and they are thought to spread the virus through their urine, faeces or reproductive fluid. Authorities do not believe the virus is highly contagious in people, but because all six cases of human infection have been in people who have close contact with infected horses, there are strict quarantine guidelines. Management and symptoms In particular people are cautioned against coming into contact with blood, saliva and other bodily fluids from infected animals. There is no evidence of human-to-human spread or human-to-horse spread of the disease. The onset of the virus can be extremely swift. Next battlefront could be over food ASHLEY WALMSLEY 10/08/2009 9:34:00 AM AUSTRALIAN APEC Study Centre director John McKay, Monash University, Melbourne, has argued that the strain on global food supplies could spill over into diplomatic tensions and even physical conflict. Is the issue of food security now converging with issues to do with security tensions between nations at a high level of defence and security worry?" Mr McKay put to fellow delegates at the Food in Health Security in the Asia-Pacific Region (FIHS) conference in Taiwan this week. He took the left-of-field approach to the definition of security with the intention of showing how soft security (human security, equity, well-being) could translate into hard security (military defence, weaponry). Mr McKay is one of Australia's leading authorities on the economic, political and strategic situation in Asia. At the basic level, Mr McKay said the public protests in Asian countries such as Pakistan, Indonesia and Malaysia against deteriorating living standards could be the tip of the iceberg in terms of food prompting physical action. "As nations become more desperate in the current economic situation, they will compete with each other much more vigorously and ruthlessly and we will have a threat to security," he said. In line with this, he spoke on what he labelled "new forms of colonial exploitation", or a land grab. "What we have are some very large-scale deals being done by the rich countries to buy up land in poor countries - poor countries which are already having enough trouble feeding their own populations," Mr McKay said. Large parts of Cambodia and Laos being bought by outside interests (like Australia) were given as examples, as were the likes of countries such as China and the Gulf states buying up parts of Africa. "One of the most recent estimates I saw suggested there may be 30 million hectares in Africa which have now been bought up by outside rich countries to provide food for their own people," he said. Countries may be forcing their own hands to a degree, with farming land turning to fuel production. Malaysia is reportedly producing very large amounts of palm oil, not for food but for energy needs. Mr McKay said core security tensions arising from competition for food were happening already. He used the ousting of the government in Madagascar as an example. "One of the key elements in the lead up to that coup was the deal that the old government had done to sell large amounts of agricultural land to overseas governments and companies," he said. |
