Soon after, if the populace didn't want to comply, force was used. In colonial times, church masses lasted all day long. The church usher would carry a long steel pole with a ball at the tip to crack those who nodded off on the head. Church attendance was compulsory back then, and those who did not comply were punished by means such as fines or public humiliation or confinement to the stocks. Now how is that for a display of ''free will''?
