5)you have launched (end of 2012 or beginning of 2013 looks likely because both china and russia seem to want the shelters done for the end of 2012)
your people have survived the vast majority of your enemy are dead now you have to rehouse all your people but all the buildings about you are demolished

so you just move them in to empty new citys that are untouched because your enemy will not waste nukes on a empty city
