OK let's get rid of the nasty statutes, acts and taxes. The original humans are giants but not monstrous giants something like 8-10 feets tall. The reptilians being a millitary race they had a technological edge over the humans ( but weak psychism ) and they mostly used bombs-like and laser weaponry to take over the planet im sure. The original humans were powerfull but surely not ready for such attack the reptilians must have been working hidden all along planning to take over the universe like a cancer and so most didnt not expect this.
