the police can't Chase a burglar if he goes hedge hopping ?

now , harassing people on the street and looking through peoples stuff and invading there property is wrong( this i find repulsive) , but trying to catch a scum bag , house breaker, possibly one of the worst violations of peoples privacy there is ,can't be undertaken if you have to chase them over next door? i am struggling to get this ?
