Vietnam plans live-fire exercises.

This is apparently a due to tensions between Vietnam and China after Chinese fishing vessels damaged an oil cable said to be inside Vietnam's territorial waters.

China said that one if it's fishing boats have become tangled with a cable and was dragged around for about an hour.

So now Vietnam says it's going to conduct live fire exercises.

Maybe this will be resolved behind the scenes but there is oil involved.
