As I dont want to give too much away, it basically describes how certain nations most probably the US already know of the existance of these advanced civilizations and are keeping it secret from the masses for the original reason to maintain political and economic status quo.
On the otherhand I have read that as well as there being interrestrial beings within the earth, there is an ability for other extra terrestrials to enter the time space domain as these dimensions operate with hyperspace portals which transfer them almost instantly to were they want to go. Somewhat like a spaceport. Havent got a link at hand but will paste it in eventually.
