seems like the public notaries here in the UK dont want to do their job.

“But if he does not listen to you, take one or two more with you, so that BY THE MOUTH OF TWO OR THREE WITNESSES EVERY FACT MAY BE CONFIRMED." Matthew 18:16

surely we can send a notice of estoppel to the other party, and have 2 witnesses send the notice also, thus making the estoppel to be fact?

True - Witnesses of good standing within a community should be able to do this

If you look at the various definitions of estoppel there is probably no need for a Notary or Commisioner for Oaths.

Methinks the Notaries do not want to get involved because of vested interest and are using a bit of "plausible deniability" or no reply tactic because if challenged it might turn out that they have a duty to fulfill these functions but for whatever reasons would prefer to decline.

I need to dig a bit deeper into this..
