tesla and mind control

i was watching a youtube clip the other day about nicola tesla and found something interesting, i dont remember the link so i cant offer it, but the theroy went as such,

the ionoshphere electrical current runs at 8 hertz as does the human brains alpha waves, it supposed that by tapping in to this frequency that the mind of not just one but the world can be mind controled, i dont understand how but maybe someone could explain it better than I can.

its not exactly 8 HTZ but somewhere around there, its always fluxuating.

im pretty shure HAARP is already doing this.

you ever see quantum leap ? I read somewhere tesla is traveling through time in a similar project and hes over 100 years old and pops in every once in a while to save the world .
