It's from Revelations, it's the Pythagorean mathematical apropros which estimates how many humans with latent/rudimentary supernatural power-potential (ie. prospective superhumans) are left in the world.

It's currently higher than in St. John the Divine's day, closer to 250,000 but still only a small percentage of the human race all the same, and only about two-thirds of them are active (at present, it changes).
