This 'treaty is a scam to overcome the fact that the people of France and the Netherlands rejected the proposed European constitution that would have turned the EU into a fully fledged United States of Europe, centrally controlled by bureaucrats.
To bypass this rejection by public referendum they changed its name from a 'constitution' to a 'treaty' and now they say that because of that and certain 'red line safeguards' being agreed (all sleights of hand) there is no need for further referendums to let the people decide. But then lying and cheating is an essential attribute of an EU leader.
