'EU leaders in Brussels have reached agreement on an outline of new rules for the 27-member bloc after two days of tough negotiations.
Compromise over a new voting system - to which Poland objected - was struck, removing a major obstacle to a deal.
Warsaw had rejected previous proposals as giving too much weight to the bloc's larger members, including Germany.'
This 'treaty is a scam to overcome the fact that the people of France and the Netherlands rejected the proposed European constitution that would have turned the EU into a fully fledged United States of Europe, centrally controlled by bureaucrats.
To bypass this rejection by public referendum they changed its name from a 'constitution' to a 'treaty' and now they say that because of that and certain 'red line safeguards' being agreed (all sleights of hand) there is no need for further referendums to let the people decide. But then lying and cheating is an essential attribute of an EU leader.
