Town Halls Urged to Raise Fees for Motorists and Leisure Centres
'A series of presentations at a recent conference hosted by the Local Government Association (LGA) saw councillors briefed on the best way to increase takings from fees and charges "in an economic downturn". As well as facing further hikes in the cost of parking spaces, people using council-run leisure centres and those who undertake property-related searches could be hit with increased charges.'
Couple Lose Custody of Children After 'School Security Concerns'
'The man, a business consultant, was concerned that two of his three children – who are all under 13 – might be at risk of abduction because of the family's connections. Telling the school that the children were related to European royalty and that his brother was a senior Army officer, the father is said to have asked for permission – which was granted – to pick up his children inside the two schools attended by his eldest children.
However, one of the head teachers went to the police because of her "concerns". This led to the parents' background being investigated and concerns being raised, initially over the father's mental state and then for the safety of his children. Lord Monckton, who has investigated the allegations, described the episode as "the worst case of child abduction by social services that I have ever come across".'

'Prince Andrew has been granted “sweetheart” property deals with the Crown Estate which have made him millions of pounds and secured a rent-free royal residence for his two daughters. A Sunday Times investigation has found the Crown Estate has been privately offering the royals bargain deals at taxpayers’ expense. The statutory body manages land and property owned by the crown but has an obligation to protect the interests of taxpayers.
The bargains on the royal portfolio include: The sale of the Crown Estate freehold of Andrew’s former marital home, Sunninghill Park, for £12,265 in August 2003. The property was subsequently sold by Andrew for £15m and now lies abandoned. A 75-year lease on Royal Lodge, the Queen Mother’s former home in Windsor Great Park, for £1m. Princesses Beatrice and Eugenie can inherit the lease on the 30-room mansion and live there rent-free until 2078. A 150-year lease for Prince Edward on Bagshot Park for £5m. Property agents say the imposing mansion would have fetched up to £30m on the open market.'
'Two BBC bosses have racked up the biggest pensions in the public sector, together worth more than £14m. Mark Byford, 51, the deputy director general, is to receive a pension of at least £229,500 a year from a pot valued at almost £8m. This could rise to more than £10m if he works at the BBC until the age of 60.
Alan Yentob, 62, the arts presenter and creative director of the BBC, has accumulated a pension worth £6.3m, giving an annual retirement income of £216,667 for the rest of his life, according to new research. Until now it was thought that Mervyn King, governor of the Bank of England, had Britain’s largest public sector pension. His pension pot is valued at £5.7m, paying a retirement income of £198,613 a year.'
'Researchers are using Bluetooth technology to observe the meanderings of tens of thousands of festival-goers at a top European rock festival, hoping their findings will launch a new generation of tracking devices. The team from the University of Ghent in Belgium believes the research could yield new satellite navigation applications for the retail and security sectors.
"We have installed 36 Bluetooth scanners across the site and along a few surrounding roads, as well as bus stops," the university's Nico Van de Weghe said on Friday of the project at the Werchter festival, northeast of Brussels this weekend.'

'Invasion of privacy is an issue that really gets under State Rep. Babette Josephs' skin. That's why the Philadelphia Democrat introduced a bill, passed unanimously last week by the House, that would ban the forced implantation of computer chips in humans.
Conjuring Orwellian images, Josephs worries the identification devices - the size of a grain of rice - could lead to a real-life Big Brother nightmare. "I'm doing, I think, what the legislature does too little of," she said. "This is a problem on the horizon, and I want to address it before it becomes a societal disgrace".'

Senate Bill Fines People Refusing Health Coverage
'Americans who refuse to buy affordable medical coverage could be hit with fines of more than $1,000 under a health care overhaul bill unveiled Thursday by key Senate Democrats looking to fulfill President Barack Obama's top domestic priority. The Congressional Budget Office estimated the fines will raise around $36 billion over 10 years.
Senate aides said the penalties would be modeled on the approach taken by Massachusetts, which now imposes a fine of about $1,000 a year on individuals who refuse to get coverage. Under the federal legislation, families would pay higher penalties than individuals.
