Blackwater was the target of at least four grand jury investigations and was accused of tax fraud, improper use of force, arms trafficking and overbilling.

The firm changed its name to Xe Services in 2009 after Blackwater guards in Baghdad were involved in a shooting episode in September 2007 that left 17 Iraqi civilians dead. The subsidiary that conducted much of the company’s overseas operations and domestic training, Blackwater Lodge and Training Center, was renamed US Training Center Inc.'
